The Merged R&D Scheme

The Merged R&D Scheme is the principal form of R&D tax relief for eligible companies undertaking qualifying research and development. It applies to accounting periods beginning on or after 1 April 2024 and supports projects that seek an advance in science or technology while addressing genuine technological uncertainty. The scheme brings together elements of the former RDEC and SME regimes into a single expenditure-credit framework for most businesses. It is designed to reward companies that invest in innovation, improve products or processes, develop new technology or solve complex technical challenges.

Enhanced R&D Intensive Support — ERIS

Enhanced R&D Intensive Support, or ERIS, is designed for qualifying loss-making SMEs that commit a significant proportion of their expenditure to eligible research and development. The scheme recognises that innovation-led businesses often invest heavily in technical development before becoming profitable. Where the relevant conditions are met, ERIS may allow a company to enhance its qualifying R&D expenditure and surrender eligible losses for a payable tax credit. Eligibility depends on factors such as company size, loss-making status and R&D intensity, so a careful assessment is essential before a claim is prepared.

QUALIFYING R&D COSTS CAN INCLUDE

Staff costs

Relevant salaries, wages, employer pension contributions and secondary Class 1 National Insurance can qualify, apportioned to employees’ time spent on eligible R&D activities.

Subcontractor and agency staff

Qualifying contractor and agency-worker costs may be included, subject to the contracting, connection, location and apportionment rules applying under the Merged Scheme or ERIS.

Software & consumables

Software licences and consumable materials used for qualifying R&D may be claimed, including a reasonable proportion where they also support ordinary business activities.

Power, utilities and heating

Fuel, power and water consumed directly in qualifying R&D can be included. This may cover an appropriate share of energy used to operate or heat testing environments.

Prototypes and trial materials

Materials, chemicals, components and ingredients consumed or transformed during prototyping and experimental trials may qualify, allowing repeated development and testing costs to build substantially.

Testing and certification

Testing undertaken to resolve scientific or technological uncertainty may qualify. Routine certification or regulatory approval after that uncertainty has been resolved will not normally qualify.

Based on £100,000 of qualifying R&D expenditure for an accounting period beginning on or after 1 April 2024:

  • A non-R&D-intensive company claiming through the merged scheme would generate a £20,000 gross taxable credit. For a profitable company paying Corporation Tax at 25%, this would typically produce a net benefit of around £15,000. The final amount can differ for loss-making companies or those subject to a different tax treatment.
  • A qualifying loss-making R&D-intensive SME claiming through ERIS could potentially receive £26,970. This is based on enhancing £100,000 of eligible expenditure to £186,000 and applying the 14.5% payable credit rate, provided the company has sufficient surrenderable losses and remains within the PAYE cap.
